The Tamil Nadu Assembly on Wednesday unanimously passed a resolution urging the Central government to conduct a caste-based census soon. The resolution, moved by Chief Minister MK Stalin, stressed that the Central government should immediately start the overdue census work from 2021, including a caste-based population census this time. The resolution said that this House believes that a caste-based population census is necessary to formulate policies to ensure equal rights and equal opportunities in education, economy and employment for every citizen of India.

Presenting the resolution, Stalin said that according to Section 3 of the Census Act, 1948, only the Central Government has the right to conduct a population census. The Chief Minister said that although the Collection of Statistics Act, 2008, allows state governments to collect data on the socio-economic status of the population, Section 3, Part A of the Act prohibits state governments from collecting data on communities listed under the seventh. It is not possible to collect census data under the Collection of Statistics Act. The only option is to conduct a population census by the Central Government. Therefore, we insist that the caste census should be conducted by the Centre.
